Q: What is an Intermunicipal Development Plan (IDP)?
A. An IDP is a statutory plan under the Municipal Government Act (MGA) that established policy on matters of mutual concern in the boundary region.
Q: What are the goals of this IDP review?
A. The goals of this IDP review as agreed to by both municipal Councils are:
- To provide more certainty for planning and development decisions
- To coordinate planning and development decisions
- To establish growth corridors and future annexation provisions and associated policies for both municipalities
- To align with existing and anticipated policies
- To jointly plan, or put in place, the timing and scope for the Joint Planning areas
- To coordinate the planning of utilities, transportation and transit infrastructure, open space systems, river and creek (water) systems and other ecologically sensitive areas
- To protect all sources of drinking water, particularly the Bow and Elbow Rivers
- To establish guidelines for development adjacent to the major entranceways and border regions
- To address natural resource extraction, e.g., gravel and oil and gas facilities, and related issues such as emergency response
- To incorporate City of Calgary Policies for the "Residual Long-Term Urban Growth Areas" as part of the IDP
- Those residual lands which abut joint planning areas should be jointly planned
- To review and update existing plan policies to ensure relevancy
Q. Is the IDP Review resulting from The City of Calgary wanting to annex more land from Rocky View?
A: No. The IDP requires periodic review and this is standard process. The City is not presently considering further annexation, although the IDP does include details regarding future growth corridors.
Q. Why hasn't the IDP been reviewed since 1998?
A: The IDP was scheduled for review in 2002 when both municipalities were in annexation discussions; therefore, it was decided that the IDP Review would be postponed until the annexation was complete in order to take the newly annexed lands into account.
